Wait!  Isn't that "all hat and no cattle?"  It's meant to qualify real Texans vs. those who put on a hat and claim the title--as in certain Connecticuttians who immigrate and put on boots, hat, etc. but ain't "for shure" Texans.  Gene (Louisianian who crossed the border for work)
