No, the bigger reason is that if you claim him off waivers, you're 
still responsible for the existing contract, which also means you 
have to fit it under the cap.

The buyout isn't complete until he clears waivers, which is when you 
can sign him for whatever and when he gets to choose vs having to go 
where he is claimed.
