The Knicks finished 33-49 last year. the magic made the playoffs at 40-42.
Therefore i think you are both right: They are likely middle of the pack this year (around .500) and that will be an improvement so they are likely being underrated.
Marc Stein has them 24th in his first power rankings which implies that the Street (i use espn as a good street proxy) has them as being just as bad as they were last year.
I agree with Egg that they will be better, and even you say a .500 team.
So they are being underrated, but they still probably are not that good.
