It's not just that either/or however. The draft lottery originally 
was each team not in the playoffs had an equal, single shot at the 
top pick. So once you were one of the lucky 13, didn't matter if you 
were the worst or the best of the bench, not even statistically. But 
then, *because* the worst team so rarely won, they decided to weight 
it. And of course, the worst team continued to rarely win.

Why? People can dump on the current owners and Ainge all they want, 
but only a few years ago that's what most of our team was made of 
because of a truly cheap owner, or rather one milking the team for 
all he could. And that included cutting corners on things like staff. 
Never understood why people say "it can't get worse". It can 
**always** get worse.
