Practice makes...?

Harry said "A player has to earn his minutes, not just be given  them."
Or perhaps Doc said that. But if we keep playing those who are better in
practice, rather than better in the games, then isn't there a logical
fallacy there?
Some guys are better practice players. I think they should earn their
minutes from a combination of games (x10?) and practice (x3?).
