His reports to IWF coincided with a flurry of diary
entries he made about the issue. I think he held off
because he had thought before that he could effect
changes himself through ADB and Double-O. He noted his
disappointment that ADB did not stir much discussion
following its posting.

How did he know that Landslide was supposed to be an
FBI sting?  he visited it in May 1999... it wasn't
raided and shut down until September 1999...
