An abbreviation?  No.  I wouldn't call that an abbreviation.  Two different 
verbs:  rain & reign.  Two different prepositions:  on & over (o'er).  Call
it a similar-sounding phrase with a nod to The Who.  Even though Ashanti
& The Who seem like oil & water to me.
