My opinion of the situation is that Pete had prejudices against Bush prior 
to the situation due to political differences, and would not have made a 
similar comment had the politician shared a similar ideology to Pete's.

That said....it is obvious and would only be stated by the oblivious
that Pete would not have made the comment(s) that he did if the two
shared the same political ideology.
