dvd question

Hi all,

Sorry to take up space with this, but a quick question:

I just recently bought something that would seem to be a dvd release of the 
Who's Better, Who's Best vhs -- except for a different title (simply "The 
Who"), front cover, and four extra tracks (Anyway Anyhow Anywhere, Baba, 
Relay, 5:15).  The back cover notes and the, uh, less than impressive 
extras, i.e. a biography and discography, are all in Portuguese (or so I 
would imagine, as the contact address is located in Sao Paulo), and it seems 
to be "produzio no Polo Industrial de Manaus por Videolar S/A".

Now, would anyone know if this is a RoIO, or actually an official release in 
some corner of the world?
