You're right, Jupiter has been called a "failed sun."  It's
just under the mass limit of stars called brown dwarfs.

No, Jupiter is no longer gaining mass of appreciable 
amounts that would make nuclear fusion begin in its 
core.  Jupiter had its chance when the solar system
was first forming; that chance is gone.
