If I understand it correctly, the tour info from The Shout seems to come 
from an Italian source in LA.  Here's the Bablefish translation, with a few 
adjustments:

Confirmed the autumnal tour: Directly from Eleonora Bagarotti the 
confirmation arrives to us that the tour previously announced from Roger 
Daltrey will exist, and will take to the road in the month of October. It 
will be a tour targeting GB, even if it will have a prologue of two evenings 
in New York at the MSG. The dates are still in process of definition, not 
hardly will be other news will come timely published.

5 July 2003 Announced one new tour nhe of the Who: The news is still
