I read the web archive versiion of IGTC.
 
I was in contact with Matt Kent and a staffer at Music.com about this after
the CDs were announced.  Both stated that it was likely some shows from
these legs  <1 and 2>  would be released but not all. It was a matter of
getting the venues to provide clearances for the live recordings at those
places.  I don't know if it was because a venue would also normally get a
percentage of sales from recordings and they were trying to get that waived
too.  Matt said to watch out for these shows in the hiatus before leg four.
He said Hershey was likely to be released.
