I believe the curfew is still in place.
The Tweeter is in a residential area.  The town of Mansfield allows it to 
operate with restrictions.  The townies don't want to have people drinking 
and driving (hence the beer police), and they want the noise and traffic to 
disperse at a reasonable hour (hence the curfew).

I'm not sure, but I think there is a decibel restriction as well.
