Several other bands come to mind who are playing,
without all original members.    Perhaps they might
delay it a little while longer but I see no reason not
to and not to call it the Who but whatever Pete and
Roger want.   If people want to call them a cover
band, that's fine.   For those who have followed the
Who since the 70's it will be difficult but for those
who haven't seen them live but seeing them for the
first time on this tour won't know the difference.   
Deep Purple fans are going through the same dilema
right now.  Nothing can stay original forever. 
Crossing genres for an analogy;  No one from the
original productions of "Oklahoma" or "Cats" are still
performing but the spirit is there and the shows are
very successfull right now.
