Generally speaking, artists tend to be more creative when they are high.
Again, I say "generally".  I watched Mick and Keith work on a song after
Keith just shot up some heroin at four o'clock in the morning. When I hung
out with The Who they were always so witty and friendly when they were
stoned.
The Beatles wrote much of their music when they were taking LSD and smoking
pot. I feel that unfortunately, humans have a hard time getting in tune with
their "higher self" when straight.  Meditation might help.  Many artists get
their ideas for paintings and songs when they wake up in the middle of the
night from a dream stage.  (Like when Paul wrote Yesterday.)
Now, after saying all of this..I still agree with Roger that much of Pete's
solo material could have been great Who songs.
