We've discussed several reasons before as to why they're not released.  For 
one thing, The Who and management are likely convinced by the poor 
performance of "Isle of Wight" that release will not be commercially 
successful.  It's unlikely that all of TED would agree on whether a 
particular recording is suitable for release.  Recordings may be damaged or 
poor to start with.  The rights might be uncertain.  Maybe none of them are 
really interested in the past.  Whatever, it ties up the possible release.  
Notice the lawsuit that delayed release of the BBC sessions, and the current 
delay of Talmy's MY GENERATION.  Is this because a lot of greed surrounds 
the band?

The Who have always been primarily a live band, and they haven't spent much 
effort in recording the shows.  For example: When approached about releasing 
a video of the QUAD tour, Roger said they didn't ever film a performance.  
All they have is the video footage that played on the screens, and they feel 
it's unsuitable for release.
