Most of the crowd I run with would say Johnny Ramone is
a much more important & exciting guitarist than Alex Lifeless.
And I'd have to agree with me mates!

Would it?  Depends on your definition of "quality."  Punk fans
have their own definition of quality, & Rush figures nowhere in 
it.  Rush is the opposite of what *they'd* call "quality."  I think
"bollocks" might be the term they'd apply to Rush.

You seem to have avoided saying that there were things Keith
could do that Peart or Bruford couldn't.  So I'll say it:

There are things Keith did that Neil Peart & Bill Bruford couldn't.

Please don't think I'm picking on you personally.  I'm not.  I argue
stuff like this over beers with my friends all the time!  And by the
way, unlike that mean Kevin from VT, I think Geddy Lee is a
fabulous bass player!  Cheers!
