I see this too.
Is it that he's afraid of pissing Pete off?
Or, just insecure about his aging voice?
He does have moments/shows where he's in the driving seat.
I thought he really gave Pete a run for his money at Camden last year.  Rog
was working the crowd like he owned it.  It kind of was pissing Pete off,
which drove him to increase his surly-ness and interaction (although
violent.....*that's a good thing!*) with the crowd.

Agreed, but let's not forget that Pete stated (or admitted) that The Who is
his only means of artistic outlet and creative flow now.  So, I think he's
already admitted that it's just not working on a solo basis.  To be clear, I
love his stuff, and I think most Who fans (fans as ML defines fans) would
agree.  But, really, let's be honest (Keets ;-), he's not making it in the
general public or in $$ and pounds or any other currency as a solo artist.
Period.
