This is true. In the new issue of ICE i just got it featured R.E.M. and 
talked about this new ablum will be their 3rd album they have released w/o a 
tour. 

I remember reading a book on the who where curbishley talked with pete about 
doing a new album in 1989 and curbishley said "you cant do an album and not 
tour. A record company wont allow it." Pete said he would not do a new album 
and tour. He would only do one or the other.
