Memorize the phrase "independent record stores".  They are probably 
your best and most immediate, if not necessarily cheapest source. 
When you go in for the first time, check what they have out on the 
shelves.  Frequently the boots will be mixed in with the legit 
releases.  Then chat with the proprietor -- preferably management 
rather than some clueless clerk.  People who work in independent 
stores tend to be management or close to it, so you're more likely to 
be in good shape there.  But don't ask for boots by that name.  Each 
store or region has its preferred euphemism -- "imports", "rarities", 
etc.  If you establish a rapport with the store owner they will 
usually either save stuff for you when it comes in, or even notify 
you when it arrives.  Don't expect this rapport to be established 
with just one visit.

Record shows are frequently another good source...look over the 
offerings and collect business cards from likely-looking vendors.  Be 
candid about what you're looking for, but keep in mind they may 
decide you're from the RIAA and not get in touch with you later.  If 
they don't, don't hold it against them.

eBay is a pretty good source but from what I've seen you will not get 
the cheapest prices there.

And finally, this mailing list is a good source for trading.  Some 
people will trade you one boot for one or two blanks (tapes or R/W 
CDs) plus postage.  You will not likely get many rarities this way 
but it is something to get you started.
