Administrivia: Happy99 virus

Hello folks,

Your friendly, neighborhood, mailing list maintainer here.

There seems to be a virus going around called Happy99.exe.  From what I
understand, it's pretty innocuous, except that it now attaches itself to
every one of your outgoing messages, meaning that if you don't know you have
it, you'll send it every time you send an e-mail message.  

I've seen it twice now across the lists here at igtc.com, so I have put in a 
filter to catch it as of about 5 minutes ago.
