I believe I can approximate when Pete started actively experimenting in
feedback.  In Chris Charlesworth's book "Townshend: A Career Biography,"
Doug Sandom says he remembers Pete putting the amp on the piano and
driving them nuts deliberately making squealing noises.  Sandom was
kicked out of The Who around February 1964 and never saw The Who live
again.  Max the Mod, however, saw The Detours in December 1963, and
remembers Pete playing only power chords with no use of feedback (which
he says would then have been unusual enough to remember).

QED, Pete starts playing with feedback between December 1963 and February
1964.
