Why did Kenney "leave" the Who?

According to Townshend, Kenney spent a good portion of the '80's
waiting for the Who to get back together.  Often he would 
actively campaign for the reunion, and, according to Pete, 
Kenney became sort of a Who-aholic.  Finally, Jones sort of
gave up and began to pursue other projects -- a collaboration
with Paul Rodgers for instance.  When the Kids Are Alright 
tour began to form, Pete, out of loyalty, was thinking about
giving him the call -- though Roger was quite opposed to the
very notion.  Needless to say, Kenney basically was no
longer interested.  Did he get the call from Pete?  Did Jones
actually say "Yes" but the deal was nixed from Daltrey?  
Enquiring minds want to know!
