According to Richard Barnes' "Maximum R&B" (newly released and updated
and in your bookstores now!)  Roger always disliked Kenney's
performances with The Who.  Pete and John were both friends of his and
enjoyed playing with him because his steady backbeat (unlike Moon's more
erratic style) left them free for more soloing.  Despite Roger pressing
for Kenney to leave the band, Pete said he promised Kenney he'd never
perform as The Who without him.  When the 1989 tour came about, Roger
steadfastly insisted he wouldn't tour with Kenney.  John eventually
backed down leaving Pete.  Pete had (a rather convenient) fight with
Kenney over the phone shortly thereafter and agreed to back out of his
promise.  And so Simon Philips took the chair for 1989.
