Yes! Often, groups don't want their material being broadcast live at
"commercial" quality as they may want to reserve the right to release it
themselves at some point with that "quality". 

A good case in point (hopefully) was the '89 Who broadcasts. "Tommy" at Radio
City went out at great quality (considering the frequency limitations of
radio). I have the DIR digital vinyl pressing of the same, which is the same
mix as the broadcast, which sounds better, only due to the format.

On the other hand, the final show of that year, from Dallas, was purposefully
"vailed". The mix sent out of the radio was "cloudy" and "flat" and that's
the way it went out over the sattellite (I tuned into 3 different stations
and got a similar sounding tape from a friend in another part of the
country). However, an "edited" version was pressed by DIR, which actually
sounded "excellent" (the same is on the bootlegs, "Where Are The Kids" and
"Magic Bus"). It's too bad, as they did performances of "Hey Joe" and "Born
On The Bayou" that I would have liked to have had in good quality!
