Stupid question - ICE

I don't remember seeing this on the list lately (please forgive me if it
has), but for months now many have been quoting ICE.  RD615@aol.com said
that it is
"a newsletter everyone should be reading."

How does one subscribe to this newsletter?  I am obviously missing some
valuable information (living in the swamps of Louisiana, that is a gross
understatement).

Any info will be greatly appreciated.
