Personally, I would say that REM comes more from the Byrds, but who am I to
gainsay Pete?
I don't know about "most like," but here are some current bands that
definitely show the influence of The Who:

Blur
Pearl Jam
Rancid
Dandelion
Wildhearts
Smashing Pumpkins
Bush
Bikini Kill

and some older bands:

Jam (too easy, that one)
U2
Police
XTC
Clash
Sex Pistols
Ramones
Smithereens
Alarm
The Cult


Just to name a few off the top of my head.
