It should definitely be the former, especially considering Shane's great idea
of the soundtrack serving as "an outlet for some of the live unreleased
concert material".  Although I've enjoyed some covers of Who songs for what
they are (which is either a laugh, or an interesting alt interpretation), I
just haven't heard any cover that sufficiently approximates the real thing,
which you'd want for a biographical movie.
