Starting major GLX overhaul - need feedback

Good day:

I'm looking to overhaul my 96 GLX immediately and looking for suggestions and 
comments on the following "best bang for the buck" (performance + style) 
aftermarket upgrades:

- cross drilled rotors (front and back) to work with factory calipers

-brake pads (very low dusting great stopping power)

-braided brake lines

-brake lube

-wheel/tire size + combo (thinking about 16"...no rubbing...5, 6 or 7 star 
w/polished lip)

-cat back exhaust w/tip setup

-cold air intake/filter setup

-spark plugs 

-spark plug wires

-computer chip

That's all.  Budgeting about 3000-3500 on parts.  Looking to purchase all 
components for the above project this week.  All feed back is greatly 
appreciated.  Read all the magazines, checked out past project cars but 
looking for personal opinions from the actual users.   Thanks a million.
