I'm assuming by "cups" you mean Cup Kit.  Keep in mind that the H&R Cup Kit
lowers quite a bit.  My settled lowering on my '97 GTI VR6 is 3.0" front and
1.5" rear.  H&R claims 2.0" front and 1.7" rear, but it really only leaves
about a finger amount of gap in the front/rear.  I like the drop/ride... so
I'm happy.

Coilovers are stiff and expensive.  If you are looking for a nice handling
street suspension, you should stick with Bilstein Sports and H&R Sport
lowering springs.  You might get around 1.25" drop.  Handling is increased
significantly, but can be stiff on the small bumps.
