My Jetta Stops...Eventually

Dear Jetta GLXers,

My 98 Jetta has lost its power brakes but no shop seems to be able to fix it.
The power brake booster has just been replaced and the mechanics are telling
me that this is the way the car normally stops. But i think this is crazy. I
have to push the pedal the floor to get brake response and its a hard stop
that is starting to give me whiplash. The car skids even when going from 20mph
to zero. I have this car only one month. This car has 85,000 miles, no ABS
(its only a GL), and its the second time in two weeks its lost its power
brakes. Does anyone have any ideas as to what is going on or what i can do??

thanking you in advance,
Dennis
