the key won't turn, the engine won't start or the tranny won't shift? or

Any suggestions as to how to get a 1998 A3 Jetta Wolfsberg (2.0L)
Automatic started?
The car is stuck in park, and won't shift into neutral or drive.
The dealership suggested that we jam on the brakes to see if that
would do it, or to turn the wheel while starting, or to ensure that
the seatbelt was fully latched.
Any other suggestions? Is this a somewhat common problem?
