Whats this GTI Worth???

Ok...I am looking at getting a 1999 MK3 GTI VR6...
He is selling the car either stock or modified I wanted to know what you 
would pay for both. I know the owner and the car is immaculate.
1999 MK3 GTI VR6 White w/ Black Heated Leather, 12k Miles (He works 2 blocks 
from his home and also owns an A4 for daily use) all options and JL Stealth 
Box with minor stereo install. 
Mods on car now:
17" BBS RK2 w/ New Toyo Proxes Tires, Kamei Mesh Grill, AVO Polished 
Coilovers, Neuspeed Exhaust, TT Chip, Abt Rear Spoiler, Euro VR6 Spoiler, 
Hella Clear Taillights.

How much is this car worth stock versus modified?

Kelly Blue Book says car stock is worth: 
Retail $20,000. He isn't really looking to sell but I am looking for a second 
car and I want a nice clean MK3 WHITE GTI VR6. So let me know?
