It's possible that the wires are cracked and that should give you the same symptoms; the water test
is to see if you're "leaking" electrons, so it could be anywhere between the ignition coil and the
spark plugs.

You can remove the coil pack and physically examine the plastic for cracks... you'll probably need
to clean it a bit, but there are only 4 hex screws holding it in and it'll take 10 minutes to pull
it out. If you find a crack, you can fix that. If you fix the pack and it's still arcing and having
problems with the wet, it's probably yer wires.

The technician said he ran that "water" test and I was
experiencing the "arching" however I don't believe
that it was in reference to the coil pack.  However, I
did experienced all the symptoms you described for a
bad coil pack.  Was the technician wrong?
