The third control is officially a seat height adjustment lever ... 
and it
exists on my friends '96 GL.  Back in '96 when I was searching for a 
car, I
often played with this on test rides of the Golf GL, the GTI, and the 
Jetta
(Trek).  It is my understanding that this seat adjustment exists on 
every VW
.. for the last couple of years at least.

Yes, I beleive it has been standard on all VW's since 93.
