Yup.  Deal with it.  It's what happens, i've found.  The only way to
prevent it (getting locked out of your car, i mean) is to grease the
locks with water displacing oil.  I've found this great stuff from
Canadian Tire (sorry Yanks) that's a water displacing teflon oil, and it
works great.  I just oil the locks after every car wash (which works out
to about once a week) and everything works fine.

I'm not quite sure why the 90's volkswagons have this problem.  Could be
when they changed the tumbler mechanism.  They USED to have this big
assed hole at the end of the tumbler that would allow crap to fall right
out the end, or let water evacuate.  Not any more, from what i can tell.

Connecticut, 
grease my locks every 2 months or so. My situation is I get locked
out of my 
car, as well as have problems with my alarm.
