VW appears to have a problem with this.  I had a 95 GLX which had locks
on both driver and passenger side.  There was always freezing problems
on the side that faced the wind.  I then bought a 98 GLX which only had
a lock on the driver's side.  That was their solution to the problem -
cut the problem in half.
