I think you can get them through Autotech  www.autotech.com.  I got my at
the Bug Out in Manassas, VA.  I will try to find the guy's business card
that I bought it from and give you the information.  He was about $10
cheaper than autotech (my plate was $30).  I just drilled directly into the
bumper because there was really no other way to do it as far as I could
tell.  It is very secure.
