net hoax - traffic citation dismissal

You might have seen a story that says if you're paying a citation to send
the court a couple dollars extra, where they'd mail you a refund check, you
tear it up and never cash it, and then the transaction never finishes and
you wouldn't get points.

Well, it's hooey.  They will zap the points on the minute you pay,
regardless of any extra money.  They'll just eventually recredit your
uncashed check back into the general fund.  You're out the points and the
money. ;-P  Fight it or pay.
