Hey Bob,
Check the rubber fuel hoses that run along the left side of the engine and
connect to the fuel rail.  These leaked at the fuel rail connection on my
'93 Passat GLX and needed to be replaced with new hoses and clamps.
Eventually (late in 1993, I think), VW recalled just about all of the
Digifant/Motronic cars to replace these hoses.  I don't think your car is
covered by the recall, but anyway that would be my guess as to where the
smell is coming from.
