I have had four Jettas and seen this type of problem on two.  I would suspect
the belt just behind the right front headlight.  On some earlier Jettas (84 and
87), there was no splash guard at the bottom of the vehicle, (right front).  In
heavy rain, water would splash onto this belt. While wet, it would give
erroneous warning lights on the dash saying there was no battery charging
occurring.  This would go away after drying. After repeated episodes, the belt
would eventually expand slightly and slip periodically, hence the squeeling.
It required tightening.  On my 87, I was also able to cure it by spraying a
belt stick compound onto it.  You can get this at most auto parts stores.  I am
not sure whether this explanation relates to Jettas 93-98.  Have not seen this
problem on my 95 or 98.
