Programable Wiper Relay to Solve Problem?

Has anyone experienced an intermittent wiper problem?  The problem itself is
intermittent.  When you turn on the intermittend wipers, sometimes the wipers
go up about an inch, wait their usual delay, then wipe and return to bottom,
wait their usual delay, and then go up and inch again...repeat.  Is there a
solution to this problem?  Will installing a programable wiper relay solve my
problem and also add the program benefit?
