It gives you:

no drls (if you choose) (all off)
parking lights only
parking and fog
parking, fog and rear fog
parking, (fog) (rear fog) and low
parking, (fog) (rear fog) and high
or, if you get dual rounds or GTI lights you can have the above and:
parking, (fog) (rear fog), low, AND high

and most most importantly, IMO, it gives you the option of controlling your own
lights instead of the miserable on/off stock piece
