The bulbs that you saw probably were not Xenon.  A friend of mine priced a conversion for his BMW and it would cost him $1500 per unit.

I saw yesterday two Jetta's with Xenon Bulbs. It was a blusish tint and 
blue on the ground but was not blinding when they drove head on.. Looks 
cool. So where can I pick these up?
