Locking Fuel Door?

Hi all,

Is the fuel door on the 97GLX supposed to lock as part of the central locking
system?  

I thought I saw a thread in rec.autos.makers.vw.watercooled on this topic but
never paid much attention to it, thinking it didn't apply to my 97.  If it
isn't supposed to lock in this manner, can someone walk me through the 
procedure of adding the fuel door to the central locking system?
