I think this would be a way to get more people in to the dealerships.  In
Cali when i used to live there i remember looking at a Honda dealer for a
prelude and i could have bought it with custom rims, lowering springs,
exhaust, and tint...all added onto the loan value and still with a full
warranty.  And if im correct i think i saw a few ADs in THE GOLF mag for UK
dealers having a similar program for VW dealerships.
