I don't know about getting a loan with the mod money included, but with a
lease the price is allowed to be 10% over MSRP (This is where dirt bag
dealers screw people who lease a car based on a payment amount).  So, if you
were buying a $22,000 car, got a $1000 discount, you could have the dealer
add up to $3200 worth of stuff to the car and have no problem getting it
financed, but it would send the lease payments through the roof because with
the way leases are figured, the mods have no residual value unless they are
on the "VCI approved dealer installed options" list.
FWIW, BMW Motorcycles has a program where you can finance all sorts of
goodies like luggage and rider apparel when you buy a motorcycle.
