Hasn't been announced but the first pre-season game is 10/8 and the season 
begins on 10/29, while veterans have to be there 29 days before the season 
begins with rookies no more than 10 days before that. So figure Oct 1 with 
the rookies likely there at least a few days before that.

from the CBA:
(b) If the Player is a Veteran, the Player will not be required to attend 
training camp earlier than 2 p.m. (local time) on the twenty-ninth (29th) 
day prior to the first game of any Regular Season. Notwithstanding the 
foregoing, if the Team is scheduled during a particular NBA Season to 
participate outside of North America in an Exhibition game or a Regular 
Season game during the first week of the Regular Season, such Veteran 
Player may be required to attend the training camp conducted in advance of 
that Regular Season by 2 p.m. (local time) on the thirty-second (32nd) day 
prior to the first game of the Regular Season. Rookies may be required to 
attend training camp at an earlier date, but no earlier than ten (10) days 
prior to the date that Veterans are required to attend.
