No, for Thanksdad (and, by extension, Wallace), cap room IS the end. I bet CFO
Pondscum has calculated the optimal expenditure/revenue ratio - if the team
doesn't totally suck, fans will come, but spending more on the team doesn't
bring in enough additional revenue to offset the extra spending. So they won't,
as long as the team's performance doesn't hurt fan interest.
