Trades

I believe trades can start as soon as the finals end. There are always
trades on draft day and this year, that is probably when they'll begin
occurring. As for free agents, teams can negotiate starting July 1
and start signing August 1. I guess a Penny sign-and-trade couldn't
occur until August then; it would probably be agreed upon in the month
before though.
